1989年初ベトナムのときは、税関申告書（3枚記入、Tシャツやズボンの数まで申告）には持ち込み禁止品に「外国製タバコ」って書いてあった。でも持ち込めた。
んでもって出国時税関員4人がかりで荷物調べるんだが、ここでタバコが出てくると没収だった。あとベトナムドンも没収。

ベトナムコーヒーは持ち出し3kgまでとかいう決まり有ったような？

＞確かシンガポールとかは20本か40本だった覚えがあります。
シンガポールは免税ありません。一本から課税。シンガポール国内でシンガポール非課税のタバコ吸ってると、私服税関員に検挙され6万5千円ほどの罰金です。

タバコについてはベトナムから持ち出す際に制限はありません。
200本とか400本ってのは入国する側の法律によって制限されます。
確かシンガポールとかは20本か40本だった覚えがあります。

例えば家族4人でベトナムから日本に行くのにベトナム出国時に一人が
8カートン持っていても罰金や税金が掛かる事はありません。
日本入国時には一人2カートンづつ持って入国すればOKですし・・

全てとは言いませんが、輸出関税ってのは掛からない場合がほとんど
ですよ。日本で明らかに400本以上持ち込むときはオーバー分は没収
される場合がありますので気を付けて下さい。

個人の嗜好品か販売用かってのは微妙ですが、どちらにしろ輸入時の
問題であって輸出時(出国時)の問題ではありません。

昔、私の趣味の嗜好品をまとめて持ち込んだ際にHCMの税関で
「これは高価な品物だ、買えば2000ドルする。HCMで転売するつもり
　だろう5個有るから10000ドルなので、2000ドルよこせ」と言われた
　ので、腹が立ったので
　｢判ったじゃあ、サービスでお前に1個1000ドルで売ってやるから
　5000ドルよこせ」と言ったら30分位揉めた末、無罪放免されました。

紙巻タバコのベトナム持込は400本までという明確な規定がありますよ。
ベトナム航空のWebにも載ってます。
だいたい、どこの国もタバコやお酒、香水の持ち込み制限は明確にありますよ。

ただ、韓国とかでもフェイスパックシートを免税分越えて買って帰って特に何もいわれないとかあるようですし、うまく隠せばバレないんでしょうけど。

結局は個人の資質とマナー、良心の問題だと思います。

TTさんやHCM在住者さんの経験談を拝見して、税関の主張はおかしいですね。
法律で持ち出しが厳密に規制されている金(ゴールド) もしくは金製品、骨董品等であれば納得ですが、たかだかタバコで、しかも市中で買った物であれば、
課税済みのものだから、ベトナムから感謝されても、規制する理由はどこにも無いと思います。　おそらく税関の小遣い稼ぎでしょう。

私はいつもHCMに行くとき、10カートン持ち込んでいますが、入国時に一度たりとも文句なり課税対象になった事はありません。
そして、約一ヶ月滞在で約半数が残りますので、それはそのまま日本にトランクに入れて持ち帰ります。　帰りのHCM空港で2カートンまでの制限なり指摘を
受けた事ありませんね。
もっとも、それでトラブったらいけないので、日本で買ったときのレシートを用意しておきます。　日本で買ったもので、すわなかった分を日本に持ち帰るのに
何か問題あるかと説明する為に。
むしろ、日本に再入国する時、税関に見つからないようにするのが大変ですが。　見つかっても、税金を払えば済む事ですし、市中で買ったのと同じです

この前、これ知り合いがやられました。
チェックインゲートのすぐ横、X線検査やるところ、おじさんに呼び出され、「タバコ入ってるだろ？荷物開けろ」と。「タバコは２カートンまで」とチップを要求され、断ると没収されたそうです。

私は別のところでチェックインを済ませて待っていて、なかなか友人が来ないので探したところ、X線検査室にいました。近くに行くと、さっきまで何も言われていなかったのに、「お前のもチェックするからここにいろ」と言われました。
そして、「お前の荷物はこれか？」と私の荷物を探し、X線検査装置に通し、「CDが入ってるだろ？開けろ」と言われました。

持ち出しに制限があるとは聞いたことがなかったので、「DVD入ってるけど、違法なことは何もない」と言い返したら、ムキになって「絶対に開けろ！」と言われました。

（たとえ海賊版DVDを持っていたとしても、日本への持込が禁止されていて、日本の空港で没収されるならわかるんですが、ベトナムの空港の、しかもチェックインで何か言われるのはおかしいと思いました。）

私は在住者で、日本から持ってきていたDVDを持ち帰るところだったので、「何で？」と文句を言いながら、堂々とDVDを見せました。「日本から引越しの時に持ってきたDVDを持って帰る」と言うと、そしたら、急に相手の声が小さくなり、「行っていいぞ」と。

私のあとに来たおじさんも「CD入ってるか？」と聞かれていました。そのおじさんは頑なにNO！と言い張っていたら、（荷物も開けず）３分ぐらいして相手が根負けしたらしく、「行っていい」と言われていました。

他の友人も別の日ですが、海賊版DVD（日本のドラマ）を持っていて、同じように荷物を開けさせられたそうです。没収されても仕方がないなと「これですか？」と見せたところ、「日本のDVDか？」と聞き返してきたので、もしや？係のおじさんはそのDVDが正規版か海賊版かわからないのでは？と思い「そうだ」と堂々と答えたら、「行ってよし」。

タバコとDVDやCD、違法だとわかっていて偽物を持ち帰ろうとする人は後ろめたい気持ちがあるので、このX線検査係の言うことを聞いてしまうのでしょう。
もし、本当に制限があるのなら、きちんと守るべきですが…。

日本の市中だと、４１０円。

ベトナム市中の紙質とフィルターの劣るベトナム製マイルドが、７０円相当ですから、観光客が、何をどうするかは、少しアタマを捻れば、判断が付きますよニェ！
